I was recently asked whether posted FYI messages had the same force of
policy as rules and policies posted in the helps. The answer is yes,
FYI's constitute a part of TFC rules and policies (as well as general
information). FYI's may eventually be integrated into HELP POLICY, but
regardless, they still "count."
